Denver has made updates to the Energize Denver Building Performance Policy. The city is implementing several significant updates to the policy to help building owners and ensure that Denver reaches its climate goals, including: •Updates to the rules and regulations •Expanded energy performance strategy coaching •New rebates for energy audits and efficiency improvements starting in 2025 Join us to learn about what these mean to you and your owner in working toward the goals.


The city has made and adopted the following updates to Energize Denver to support buildings with a more practical, achievable compliance process:

  • Extended Timelines: Deadlines for interim compliance are now extended from 2025 to 2028, with final compliance deadlines moved from 2030 to 2032. Building owners may also apply for extensions beyond 2032. This gives buildings more time and flexibility to plan, budget, and implement energy efficiency improvements.
  • Lower Penalties: The focus of this program is on energy efficiency, not penalties—penalties have been cut in half, none have been issued to date, and none will be assessed until 2029.
  • Expanded Financial Support: New rebates make energy audits more affordable and create more energy management training opportunities for staff. The Energize Denver Help Desk also now offers improved navigation of additional financial relief opportunities.
  • Clearer Compliance Steps: Improved guidance and communication between the city and building owners ensures they have the support they need to meet compliance requirements.
  • More Resources & Collaboration: Additional tools and transparent compliance guidance will help buildings successfully implement improvements and achieve their energy reduction targets.

Jaymes McMullin serves as a Principal Building Energy Engineer with McKinstry, a national construction and energy services company dedicated to innovating waste and climate harm out of the built environment. With over 20 years of experience in the energy and building performance sector, Jaymes brings a wealth of insights regarding strategies to comply with current building performance standards. A graduate of Colorado State University with a degree in mechanical engineering, he is highly skilled in collaborating with building operators to manage and optimize existing buildings. His expertise spans energy auditing, retro-commissioning, controls optimization, data analysis, analytics (FDD) and reporting, implementation and verification, and monitoring-based commissioning.

Throughout his career, Jaymes has been instrumental in leading sustainability initiatives and advancing energy conservation efforts. His knowledge of Colorado Building Performance Standards and Energize Denver guidelines, coupled with his passion for helping organizations navigate the evolving landscape of energy performance targets and strategies, establishes him as a trusted and experienced thought leader in the industry.
